Is Linux's default to read ~/.Xresources instead of ~/.Xdefaults?

I saw someplace where this was implied to be the case, somebody modifying their
(~/ or /etc/).profile to link both  ln -s ~/.profile ~/.bashrc
                               and  ln -s ~/.Xdefaults ~/.Xresources

I need to learn about the Linux firewall, iptables.  In order to be able to ssh
and telnet in, I had to disable it 'till I know how to configure it.
To disable it,
   service iptables stop
