- Write a program that will read a new CellServDB and
  verify there's a mount point for each cell under /afs.

  For all changes, create a script that will 
        cd /afs/.almaden.ibm.com/common
        fs mkm temp root.afs
        cd temp
  Then, for each new cell,
        fs mkm <new-cell-name> root.cell -c <new-cell-name>
  And for each removed cell,
        fs rmm <old-cell-name>
  Then,
        cd ..
        fs rmm temp
        vos release root.afs
        fs checkv
